Phil’s experience encompasses a substantial breadth of planning projects for private and public sector clients. His particular strengths include the presentation and pursuit of development proposals through planning applications and appeals, with an impressively successful track record.
His understanding of the development process coupled with excellent local and regional knowledge plays a key role in the success of the projects he leads. Phil is a Chartered Town Planner with over 35 years’ experience which extends to all planning professional roles including that of expert witness, giving evidence at appeal inquiries and hearings. Phil is a keen negotiator who strives to reach agreement between various parties to achieve the maximum benefits from investment and development.
Phil’s areas of particular expertise include housing, recreation, leisure and hospitality, health related developments, regeneration and community engagement. Private sector clients include house builders, education and health sector, commercial, hotel and other leisure developers along with holders of strategic development sites. In the public sector Phil has successfully represented providers of social housing, schools and colleges and a range of healthcare facilities. Phil’s background experience includes managing local authority policy and development control functions and a number of reclamation programmes. Phil also leads Globe’s joint venture and development activities.
Phil sits on the Local Affairs Committee of the Lincolnshire Chamber of Commerce as Vice Chair and is the Chamber’s representative on the City of Lincoln Council’s Historic Environment Advisory Panel which advises the Council on a range of heritage related matters.
A Chartered Manager and Fellow of the Chartered Management Institute, Lizzy takes a lead on the financial, strategic and operational aspects of the business, alongside overseeing work management across the company.
Having initially joined Globe as a Research Consultant, Lizzy continues to take a role in client facing work, providing management and research input for more complex projects and schemes requiring strategic oversight. Lizzy’s expertise and ability combines a detail focused approach to the various problems and opportunities that arise with the strategic insight required to tailor approaches to achieve successful outcomes.
A Business Studies graduate, Member of the Institute of Economic Development, and NLP Practitioner, as a consultant Lizzy’s analytical, research and communication skills have been applied in a wide range of projects ranging from the development of national data standards guidance to performance monitoring tools for local authorities. She regularly manages consultation strategies and stakeholder engagement projects for Globe.
James is an experienced chartered member of the Royal Town Planning Institute and takes the lead role in the delivery of Globe’s consultancy services. James has developed extensive experience in leading a number of high profile planning applications in recent years including securing planning permission for various large scale housing, commercial, and purpose built student accommodation schemes. James is frequently retained by clients once planning permission is granted to oversee and manage the discharge of conditions process alongside discussions and, where appropriate, negotiations in terms of affordable housing and planning obligations.
A keen reader of planning law, James keeps up to date with developments in the courts to advise clients on pertinent case law. This interest has served clients particularly well in several recent appeal decisions where James’ interpretation and reasoning of case law played an integral role in providing Inspectors with sufficient justification to consider the overarching planning balance in a positive light and duly allow the appeals.
James works closely with and constructively leads multi-disciplinary teams to increase the likely success of difficult applications by ensuring the planning and technical merits of individual schemes are thoroughly considered at the outset.
Venezia is jointly qualified as both a Chartered Town Planner and Member of the Chartered Institute of Highways and Transport and has over 16 years of experience working in the ﬁelds of town planning, transport planning and highways development control, encompassing both private and public sector practice.
Venezia joined Globe at the beginning of 2017 from another private sector practice, bringing her planning knowledge to complement Globe’s existing team and extending the company’s capabilities into transport and access statements, scoping studies, and travel plans.
Much of Venezia’s town planning input at Globe has involved the preparation of planning applications, appeal statements and supporting documents for schemes where matters of transport and infrastructure are key considerations in the decision-making process. She works as part of multi-disciplinary project teams providing specialist transport planning input and her work includes the production of transport statements and travel plans both as part of Globe’s wider development consultancy services and as a standalone service.
Oliver began his career with Globe in 2018 as a graduate planning consultant, having graduated from Durham University with a BA (Hons) degree in Geography. Since joining the team he has worked on a wide range of projects, in both a lead and supporting capacity, seeing a number of projects develop from initial scoping exercises through to the grant of planning permission.
Having developed experience across a variety of sectors, Oliver provides advice and services to Globe’s clients from pre-application assessment and advice to managing and delivering planning applications for housebuilders, landowners and private individuals. He regularly manages change of use and certificate of lawfulness applications as well as planning appeals alongside providing key support for Globe’s largest and most complex development projects.
Oliver is in the final stages of a master’s degree in urban planning from Sheffield Hallam University, and, as a student member of the Royal Town Planning Institute, is looking towards gaining full membership in the near future whilst further developing his skills and experience.
After completing a Masters in Urban Planning in 2019, Joe began working full time at Globe after several successful periods of summer work experience with the company while completing his first degree in Geography.
Joe supports a wide range of planning projects and is working towards becoming a chartered town planner while developing a specialism in economic research and analysis.
