Victoria Harbour, Hartlepool
Globe was appointed by Hartlepool Borough Council to prepare a policy and design framework for the phased redevelopment of Victoria Harbour – a key regeneration area located between the town centre and the historic Headland community which formed the original settlement of Hartlepool. The framework would take the form of a Supplementary Planning Document which would guide future individual planning applications and ensure development adheres to the principles of a coherent masterplan instead of poorly planned piecemeal development.
Initially, our role was focused on building up a ‘picture’ of the key challenges, constraints and opportunities facing this brownfield site and its relationship with the adjacent town centre, the historic Headland and the strategic coastal walk network. Close analysis of the area, its context and the needs and aspirations of the adjoining communities was central to the study. This involved an extensive stakeholder consultation programme, conducted in full collaboration with the Borough Council’s own officers. An ambitions vision and series of objectives were prepared and tested against wider sustainability objectives to ensure that the emerging and preferred options were consistent with the underpinning themes of sustainable development. The next phase led to the preparation of a design led masterplan for this 120 hectare brownfield site. An umbrella set of design principles were established as well as more detailed guidelines for each of the eight character areas identified in order to create a unique sense of place as one moves around and uses the redeveloped Victoria Harbour.
There is now a significant opportunity, through rationalisation of port activities and redevelopment of surplus land, to regenerate the area into a thriving and inclusive waterside community benefiting from a high quality, low-impact, mixed-use environment. Through the implementation of guidance set out in this Supplementary Planning Document (SPD), this distinctive new quarter of Hartlepool will attract new residents, businesses and visitors to the Borough.
